1 Gerrish, Sean.
How smart machines think / Sean Gerrish.-- Cambridge: The
MIT Press, 2018.
xiv,298p. , 24cm.
ISBN : 9780262038409.
006.3 GER 147173
In this book, Sean Gerrish offers an engaging and
accessible overview of the breakthroughs in artificial
intelligence and machine learning that have made today-s
machines so smart. Gerrish outlines some of the key ideas
that enable intelligent machines to perceive and interact
with the world. He describes the software architecture
that allows self-driving cars to stay on the road and to
navigate crowded urban environments, the million-dollar
Netflix competition for a better recommendation engine
(which had an unexpected ending), and how programmers
trained computers to perform certain behaviors by
offering them treats, as if they were training a dog. He
explains how artificial neural networks enable computers
to perceive the world-and to play Atari video games
better than humans. He explains Watson-s famous victory
on Jeopardy, and he looks at how computers play games,
describing AlphaGo and Deep Blue, which beat
reigning world champions at the strategy games of Go and
chess. Computers have not yet mastered everything,
however Gerrish outlines the difficulties in creating
intelligent agents that can successfully play video games
like StarCraft that have evaded solution-at least for
now.

food shortages, refugee emergencies, and other crises
that will reshape the globe. But the world will be remade
by warming in more profound ways as well, transforming
our politics, our culture, our relationship to
technology, and our sense of history.

This book shows that party politics and elections in
India are a contest of ideas. Using survey data from the
Indian National Election Studies (NES) and survey
experiments from smaller but more focused studies, the
book shows that Indian electoral politics, as represented
by political parties, their members, and their voters, is
in fact marked by deep ideological cleavages.

In Power and Diplomacy, Zorawar Daulet Singh challenges
conventional wisdom by unveiling another layer of India’s
strategic culture. In a richly detailed narrative using
new archival material, the author not only reconstructs
the worldviews and strategies that underlay geopolitics
during the Jawaharlal Nehru and Indira Gandhi years, he
also illuminates the significant transformation in Indian
statecraft as policymakers redefined some of their
fundamental precepts on India’s role in in the
subcontinent and beyond. His contention is that those
exertions of Indian policymakers are equally apposite and
relevant today.

Information, freedom and property : the philosophy of law

and Bibi van den Berg.-- London: Routledge, 2017.
xii,202p. , 24cm.
ISBN : 9781138481855.

This book addresses issues on the nexus of freedom of and
property in information, while acknowledging that both
hiding and exposing information may affect our privacy.
It inquiries into the physics, the technologies, the
business models, the governmental strategies and last but
not least the legal frameworks concerning access,
organisation and control of information. It debates
whether it is in the very nature of information to be
either free or monopolized, or both. Analysing upcoming
power structures, new types of colonization and attempts
to replace legal norms with techno-nudging, this book
also presents the idea of an infra-ethics capable of pre-
empting our pre-emption. It discusses the interrelations
between open access, the hacker ethos, the personal data
economy, and freedom of information, highlighting the
ephemeral but pivotal role played by information in a
data driven society. This book is a must-read for
those working on the contemporary dimensions of freedom
of information, data protection, and intellectual
property rights.

The development and role of the Indian Civil Service was
one of the dominant features of the period of the East
India Company and later British rule in India. It is
extraordinary how people employed by a trading company in
a foreign land transformed into the most powerful civil
service in the world. It was also the first civil service
in the modern world where recruitment was on the basis of
open competition and not through patronage. Though much
criticized, it developed its own character and
traditions. It is really unusual that such a service
defined as the steel frame, on which depended the
fortunes and the survival of a huge empire continued
essentially with the same structure and traditions, along
with the administrative systems developed over a century,
into Independent democratic India. Although much has
changed, even today the Indian Administrative Service
retains some measures so that it could re-invent itself
to play the important role envisaged by the makers of our Constitution.

10 Montero, David
Kickback : exposing the global corporate bribery network
/ David Montero.-- New York: Viking, 2018.
296p. , 24cm.
ISBN : 9780670016471.

This book is a sweeping, global investigation into
corporate bribery around the world and how backdoor
financial transactions undermine democracy and the free
market system by lining the pockets of some of the
world-s worst dictators and criminals. It traces the
origins of corporate bribery from the reign of the
British East India Company to the methods by which it is
carried out today. The author examines its ramifications
at both the individual and national levels-from the
murder of a young activist in Bangladesh to a Texas
billionaire-s dealings with Saddam Hussein, from
pharmaceutical firms- payoffs in China to how the
entrenched culture of bribery helped destroy the Greek
economy. He also examines the countermeasures that have
been introduced to combat these practices, such as the
Justice Department-s efforts to halt them and attempts to
identify and provide restitution to victims.
